Delegating assigns your baking rights to a baker without locking your funds or risking them. Staking locks your funds into the protocol, giving you a stronger role in securing the network and potentially higher rewards, but exposes your funds to slashing risks if the baker misbehaves.

You do. Whether you stake or delegate, your funds remain in your wallet. The baker never has access to spend or move your XTZ. Note that staked funds are locked by the protocol itself, not the baker.
